Brief description of the programme/project/Initiative :
With the implementation of e-city, the AMC emerged to be the first Municipal Corporation in India to have a computerized system that facilitated better performance along with better governance. The system has enabled the corporation enhance to deliver better services like birth and death registration, building plan, primary health and education, city cleanliness, water supply, sewage, road, street-lights, parks and garden, etc. to more than 55 lacs citizens of the city. e-city has allowed the citizens access of information of the activities, projects and transactions of AMC at just a click of a button. Citizens can get information of explicit details like their property dues, birth and death records or status of their grievances registered. Information of the infrastructural projects of the AMC, data like tender notices, etc. is easily accessible to public. E-city has been a boon for professionals and businessmen. For example, a builder can simply visit the e-city site and check the status of disposal of building applications. The website also gives discreet online information like the calculation of property tax related procedures and government rules, building rules, regulations, etc.

Why was the project started :
Every citizen, right from birth registration, primary education, primary health, public transport, city cleanliness, water supply, sewerage, road, street-lights, parks & gardens or even for crematorium need to approach the Municipal Corporation. Despite Ahmedabad Municipal Corporation has about 42000 employees, the old system did not equip to process the request of the citizens speedily and deliver the need transparently. Developed countries use Information Technology in all the spheres of governmental activities for speedy and transparent delivery. And therefore it was thought appropriate to leverage the technology to deliver the needs of the citizens efficiently and transparently. The lengthy and cumbersome mechanism involved in storage of information and retrieval of the same for processing had been the main factors for delay and corruption. Therefore e-governance was conceived to eliminate bad practices and provide easy access to all AMC’s information. When the concept of e-governance was conceived it was also decided that AMC employees working in different departments only should be involved at every step of development of e-governance system. Therefore they would own the project and sustain it. The primary objective was to eliminate discretionary human interface in the decision making processes. Therefore pre- determined parameters were framed for every activity and then the system was designed to deliver automatically by the operators in the city civic centers. Authentications at different levels were made to ensure the data protection and updation.
