Brief description of the programme/project/Initiative :
MAHAKIKAS (Maharashtra Vikrikar Automation System) is the e-governance project implemented for the administration of Sales tax in the State of Maharashtra. The total collection of revenue is more than 60% of the tax revenue of the state. Nearly six lakh dealers under VAT and 18 lakh dealers under profession tax act are serviced by department through this project.

Why was the project started :
To meet the increasing need for giving better and speedy services to large number of taxpayers.2) To provide online information to the dealers and to make available to them e-return and e-payment facility.

  1. Achievement of high level of active involvement of employees and all taxpayers and tax consultants of returns.
  2. Availability of clean and digitized database of returns.
  3. Quick identification of non-payers or short payers of taxes
  4. Making available to the stake holder the services like e-payment application whereby there is time loss reduction to the extent of 80%.
  5. Integration with Tinaxys, FIU, IT resulting in reduction of tax laws

List the 5 key challenges faced while implementing the programme/project/initiative :

  1.  First key challenge was government permission. It was resolved by appointing High Power Committee, Enhancement Committee. After approval by this committee then the proposal was being sent to government.
  2.  Due to being unaware of handling the S/W and H/W opposition of employees to automation with the fear of losing the control. This was resolved by training them actively in exposing them available on hand certain people to resolve their problems.
  3.  The other problem was that the taxpayers were used to physical submissions of returns and documents and initially there was resistance to e-filing. This resistance was resolved by opening the help-lines appointing help-desk, involving SI-FI help dealers to e-file their return and to arrange the training for dealers and consultants.
  4.  Changes –change requirement in project changed by legal making. Certain group of legal specialist and persons innervated with the vendors to fit the already running programme.
  5.  Due to rapid rate of implementation of e-services the capacity of web servers was found to be insufficient so cloud computing was used to overcome the problem.

  1.  The model of BOOR is adoptable. This gives stability to the vender as well as to the employer.
  2.  The e-returns and e-payments flowcharts and databases can be easily replicated.
  3.  The process flows for refund, refund audit and assessments can be easily replicated.
  4.  e-CST application is an innovative concept in government sector resulting in reducing integration of taxpayer with department and can be easily replicated by other states, departments.
  5.  E-704 (e-Audit Report) is very useful in collecting valuable information from taxpayers in electronic form. The template is a programmed excel file and can be easily replicated.

  1.  The project being having a modular S/W can scale up to include additional modules.
  2.  The project being based on centralized application can be easily scaled up by adding computing power to serve to increase or enhance no of taxpayers and no of employers.
  3.  The database (DB2) which is robust to other applications, layers can be added to effectively leverage the interaction available.
  4.  The data available in the project being in the same nature all over in India, the project can be scaled up fully and can communicate with other similar programs.
  5.  The e-services can be scaled up for more number of taxpayers by increasing processing capacity or by using cloud compacting at the time of peak loads

    As a VAT dealer, I have to use the various e-services like e-return filing,
    e-payment & e-CST forms application which are launched by Maharashtra Sales Tax Department. I find it very user friendly, fast & reliable. This new intiative saves my time & money. I appriciate the efforts taken by Mr. Sanjay Bhatia (Commissioner of Sales Tax) & their Mahavikas Team. I find their Helpdesks a very useful in resolving the problems of VAT dealers.
