Brief description of the programme/project/Initiative :
m/s. A.P.Foods is a Govt. of A.P. Enterprise established in 1974 and functioning under the auspices of A.P. Nutrition Council, a Society which was set up in the year 1976 with the assistance of CARE & UNICEF and GOI for producing and supply of Nutritious Foods to Malnourished School going, pre-school children, Pregnant women and Lactating mothers. Anganwadi workers/ CDPOs indent food items through mobile phones. Centrallised System keeps track of indents along with date and time, in renspose the supply schedules are updated by Apfoods online. Corresponding alerts goes to the field and transporters. The CDPOs/ Anganwadi workers can acknowledge the food items received through mobiles. Delays, wrong indents, non-indents, non-supplies, wrong supplies, delayed supplies can be tracked by the stakeholders. Thus entire supply chain is getting efficient and streamlined, which is resulting in availability of foods to serve the malnourished children, pregnant women lactating mothers so as to achieve MDGs.

Why was the project started :
Food looses nutritional value if not supplied and consumed in time. Unless there is timely feedback from Anganwadis in time it is difficult to monitor and management. In the field, digital infrastructure, e-literacy etc., are issues. The number of players are several. Coordination is a big challenge. So all these problems were taken as a challenge to device mFoods.

Objective :
The main objective of mFoods project is to ensure timely supply of fortified nutritious food to 223 ICDS projects benefiting 30.62 lakhs of children and women beneficiaries throughout  the state of Andhra Pradesh efficiently and effectively.

Target group : Child Development Project Officers, Project Directors at the District level. AP Foods Officials, Women, Child, Disabled and Senior Citizen, Welfare Dept officials at State level. The Transporters etc.
Geographical reach : Entire Andhra Pradesh.
Date from which the project became operational : Day June 2011
Is the Project still operational : YES

10 points that make the programme/project innovative?

  1. Free and Open source technologies are used.
  2. For the first time in the country a least cost, Internet , Mobile, GIS, GPRS and GPS technologies have been harnessed to reach the un-reached and ensure transparency.
  3. Integration with google maps for providing spatial view.
  4. Indenting , and supply chain, entire workflow automaton from Anganwadi to the APFoods.
  5. To a large extent available resources of manpower and ICT were reused to ensure sustainability.
  6. Acknowledgement by computer illiterates from field where there may not be computers/ power through ordinary mobiles.
  7. Automatics alerts about the supply schedules to stakeholders.
  8. Intelligent filtering and reporting of wrong indents.
  9. With interfaces to various stakeholders, minimising the daily routine tasks of the dept. officials.

List the 5 achievements of the programme/project?

  1. The CDPOs/ Anganwadi workers can acknowledge the food items received throguh mobiles.
  2. Enhancement of transparency and accountability
  3. Delays, wrong indents, non-indents, non-supplies, wrong supplies, delayed supplies can be tracked by the stakeholders.
  4. Resulting in availability of foods to serve the malnourished children, pregnant women lactating mothers so as to achieve MDGs.
  5. The system is operational 24x7x365 basis since its installation as hospitals run 24 hours without any holidays throughout the year.

List the 5 key challenges faced while implementing the programme/project/initiative

  1. Resistance from the users to shift from the age hold manual to using the computer in view of the transparency and exposure of the lapses done by the use
  2. Some of them resisted to implement due to lack of computer knowledge
  3. These problems were overcome by preparing a software for the layman in such a way that there is no need of typing . Instead of telling the user to implement the program or operating the computer they were shown how easier and strainless even without having computer knowledge.
  4. Instead of training for the computer usage they were demonstrated that only clicking will do the job rather than typing and writing.
  5. Very user friendly and interactive. Thus, without formal training the Apfoods officials are able to use. With half an hour training over video conference the field level officials are able to use.

List the 5 points how can the prgramme serve as a model that can be replicated or adapted by others

  1. The software uses open source technologies and solution is least cost solution.
  2. The roadmap of the project is to help the Anganwadi workers who are helping the community with a cost-effective mobile based solution. So that solution becomes explicable scalable, economical, easily usable and sustainable.
  3. The system does not require any prior computer knowledge
  4. The OS, RDBMS, the Web Server/ Application Server are all free and open source based, so the overheads are minimum.System is modularised, so base on e-readiness suitable modules only can be implemented.
  5. System is modularised, so base on e-readiness suitable modules only can be implemented. Thus system facilitates implementation in a phased manner as per the convenience of the use

List 5 points to elaborate on the scalability of the programme/project/initiative

  1. Consultancy and development is free using available Govt resources.
  2. The system is scalable of catering to several hundreds of users because it is based on scalable architecture
  3. The scalability of the project is maintained by providing high configured hardware , and multiple server replications when needed.
  4. The system is highly scalable from all angles of storage, processing and messaging etc., services.
  5. Implementation by training available. Manpower with available least infrastructure. Hence sustainable.
