Brief description of the programme/project/Initiative : Monofeya Portal ( an example of the e-government adopted in Egypt to overcome nepotism, jobbery, waste of time and money, traffic and the accumulations of citizens in the governmental authorities to get their services. – The portal could be considered as a civilized media interface on which the citizen could realize the efforts of development and projects which are planned to be established in all fields in different areas of the governorate and to achieve the best performance of interactive services through these elements: • Electronic complaints • Presenting job opportunities available in the governorate. • Free Medical Convoys. • Youth Housing Units. • The results of academic primary education stages. • Tenders. • Views and Suggestions • Local issues for discussions. • Opinion polls for citizens. – The Citizen can be well-informed by the newly-enacted local laws, taxes through legal partition on the portal. – The investor can find easily the appropriate place and conditions required to start his project and factors of success and all information needed from the governorate by feasibility studies made by specialists. – A method to present the best information to make decisions. That service is presented to officials in the governorate.

Why was the project started :
The idea of establishing a specialized governmental portal came true to overcome the red tape. Monofeya is the first governorate in Egypt to apply the electronic system in performing services to its citizens.

Objective :
There are many objectives for our project based on utilizing the telecommunication and information technology: 1) Providing full information and data about the governorate. 2) Rendering local services to the citizens all over the governorate in a simple way. 3) Creating a link between the leadership and the citizens in the governorate. 4) Providing data necessary for decision-making process. 5) Applying the Decentralization Principle through the data-entry and service-providing outlets.
Target group : It aims at serving different classes of the society for example students, researchers, patients, farmers, Arab and foreign investors, businessmen, tourists and many other citizens whether in or outside Monofeya.
Geographical reach : The use of the project doesnt only focus on the local citizens inside the governorate, but extends to those nationals living everywhere place in the world.

  1. The project is sustainable and indispensable as it is updated regularly according to the content it provides. First of all the news and information about the different sectors of the governorate are updated daily.
  2. The continual change of the sites design to look attractive to the viewer and his or her vision.
  3. The services rendered through the system are increasing remarkably that shows the progressive demand of the citizens.
  4. Developing online service providing management to reach the best way of rendering and citizen satisfaction.
  5. Database reports are taken monthly to evaluate the performance of the entities and honor the best one to encourage them.
  6. Database reports are taken regularly to be used as an indicator to the leadership in drawing the annual development plan.
  7. Opinion polls are made regularly to gauge the orientations of people towards a certain issue.
  8. Tenders are published regularly on the portal to present the project and result.
  9. It is mainly provided for investors and businessmen.
  10. Spreading the literacy of IT and its applications.

  1. Providing local updated news based on the decentralization principal in the departments and directorates of the governorate in terms of the daily news, future plans, investment plans and the achievements of each Markaz (Local Administrative Divisions), and Directorate separately.
  2. Providing detailed information about the Free Medical and Vaccination Campaigns (FMVC) to the poor and unable people who need it. These FMVC reach them even in remote areas.
  3. Announcement of the places offering job opportunities for job seekers. The Portal responds by nominating applicants to the nearest vacancy according to their qualifications.
  4. Providing the governmental services to citizens in a as less time as possible with world standards.
  5. The project provides interactive services to ensure transparency and speed of response by contacting officials through direct links or sending complaints and enquiries our e-mail what ensures proper response to the complaint or proposal as soon as possible.
