Brief description of the programme/project/Initiative :
Sale of Judicial Stamps through Franking Machine in civil courts (including Patna High Court).The Project is implemented in 56 district & subordinate courts and a total of 116 franking machines have been procured.

Why was the project started :
Different Stamp scams including Telgi stamp scam led the deptt. to ponder over alternative safe and secure methods for collection of stamp duty and hence an amendment in sec 25 of court fees Act was made which authorized the Government to issue direction for payment of court fees through other modes and finally the Government decided to make the provision for payment of court fees through Electronic Franking machine.

Objective :
In order to put a curb on the circulation of fake judicial stamps of different descriptions and to introduce a secure and low cost system for collecting the judicial stamp, the Department of Registration, Excise & Prohibition (Registration) has decided to sale the judicial stamps of different descriptions through franking machines in different District and Subordinate Courts including High Court.

10 points that make the programme/project innovative?

  1. First time in India, vending of judicial stamp through franking machine.
  2. Security by way of Credentials to protect stamp value loaded in the machine through PIN Mailers that is as safe as an ATM PIN.
  3. Non-recurring encrypted code number makes it unpredictable by the users and operators thereby making it 100% safe from any kind of fraud.
  4. Automatically date set and no ante dating possible helped government on restricting documentation forgery & fraudulent practices.
  5. Automatic generation of statement provide total usage and MIS.
  6. Equipped of minimum 4 commonly used judicial stamps make it flexible and keep the TCO very low.
  7. Unique digital printing technology through Thermal transfers with UV protection uncommon and non immitigable. It can be verifiable by putting under a UV lamp that is very common for counterfeit detection of currencies. Very easy for citizens to check and confirm by themselves.
  8. The print left its permanent impression on the ribbon by which it has got printed and that can be used as forensic evidence as and when required. So this system is very robust yet very simple.
  9. Very low power consuming and ability to work without computers has made this project success in the rural areas where power backup is a major problem.
  10. No physical handling and storage of stamps makes it very unique and effective.

List the 5 key challenges faced while implementing the programme/project/initiative :

  1. According to court fees Act Court fees could have been paid only through Stamps So, an Amendment was made in Court fees Act which authorized the Government to decide the mode of payment of court fees through other modes also.
  2. Vested interests like Judicial Stamp vendors, Brokers etc. were the major hurdles but in the light of the Honble high court these difficulties were removed
  3. Decision regarding use of right product and technology was not easy to be taken for this purpose. A committee was constituted and considered the merits & demerits of different types of franking machine including their security features & reliability.
  4. For Staff & Officers the Franking machine was completely a new thing they were imparted training by the supplying agencies.
  5. Lack of awareness of the benefits among people. Now all doubts removed when project started successfully at various locations.

  1. This is very safe secure simultaneously easy and user friendly can simply be replicated by any state / central governments.
  2. Convenient – Easy, quick and efficient
  3. Simplified Operation control
  4. 4-5 Hrs. training is enough for a group of 30-40 staffs
  5. Others may get the advantage of experience of this state.
